What does "dive" mean in the sentence? Thanks for help!

A diving board that is high above the water.

It's a metaphor.
 
Most swimming pools have a deep end and a shallow end. People who don't swim well will usually stay in the shallow water so their feet will reach the bottom while their heads are above the water line. If there is a diving board, low or high, it is located at the deep end of the pool so divers will not hit their heads on the pool bottom after they enter the water. As Barb said, this is a metaphor. "Deep water" stands for difficult or complicated matters
 
I see it as similar to "if you can't stand the heat, stay out of the kitchen."
