"Shooting up" for rapid upward movement. E.g.: "Eyes shooting up for the sky."
 
Eyes don't do that, but rockets shoot up into the sky.
 
Cartoon eyes can shoot up.
 
It could be used and understood in a certain context. Give us a complete sentence.
