Does "I'm looking forward to see you" make sense?

Here's a multiple-choice question:

I'm looking forward _____ you.
a) to see
b) seeing
c) to seeing

I asked my friend, who is a non-native English speaker, and he said:
A and C are both grammatically correct. A means I want to see what happens when I see you . C means I'm eager to see you.
I know the third option is correct, but I wonder if the first option can be correct, too.
