Do we say "Does he have a gun on him?" Or "Do you have a gun on you?"
 
Both are correct.
 
They're both possible but rather odd. You might ask if someone has a match or a half a dollar on them, but the expression is too casual for something as serious as a gun.
 
How about Is he armed?
 
To have a gun on you can mean somebody's pointing a gun at you.
 
Another option: Is he carrying a gun? / Are you carrying a gun?
American gun enthusiasts often shorten this to Is he carrying?
 
Do you use packing in the same context?
 
Yep. (On second thought, it's probably more likely in the phrase "packing a pistol".)
