What you found in the other forum is irrelevant.

Your question is acceptable if you were in the European Union. If you were in the UK or the USA, you might need to refer to a chart like this one if the salesperson can't do the conversion.
 
I'd ask "Do you have these in a size 12?" (Or whatever size you're looking for.)
