a. Please dish the food. I’m really hungry.

b. Please dish out the food. I’m really hungry.

c. Please dish up the food. I’m really hungry.

Do they all mean the same to you? Could someone explain the difference, if there is any?

A doesn't work at all.
B would be used only if someone was being asked to hand out various snacks or similar to several people.
C is what you need if you're talking about someone putting a meal on a plate.
