I would like to know which of these structures are correct and what the rules are:

  1. We will discuss buying house.
  2. We will discuss house buying.
  3. We will discuss buying of house.
  4. We will discuss the buying of house.

Not a teacher.
The first is more natural.

No. Of the four, only 2 is natural, and not very natural at that. Natural would be "We will discuss buying a house" or much less less likely "We will discuss the buying of houses." Had the OP had been more honest about where he or she was from, I could probably have been more helpful.
