could anyone please explain to me what the difference is between clarifying meaning to students, and checking their understanding?

The first requires the teacher to say something to students. Students needn't say anything.
The second requires students talking. The teacher doesn't have to say anything.
I'd say there would usually be an element of both. However, an exam might involve the second without the first.
