[Grammar] Difference between if and whenever

What’ the difference between “if” and “whenever”? Can we use them interchangeably?
and are the following sentences correct?

1. It will be made clear whenever/if he comes.

2. It would be made clear whenever/if he came. (Does this sentence mean that he didn’t come?)

Only "if" works in these sentences.

You can use it whenever you could replace it with "at any time that".

Use "if" when you're expressing a choice between different conditions.
