[Grammar] Difference Between“on one hand" and "on the one hand"

Dear teachers,
I am wondering that is there any difference between "on one hand "and "on the one hand". When I want to explain something has both the good and bad aspects,I will use the phrase"on one hand ..."on the other hand"...However, today I did a exercise which has four choices,two of them are " on one hand "and "on the one hand".I think both are right,but only one of them is right. I t will be pleasant that someone could tell me the difference between phrase,or maybe which one is wrong.Thank you.

If you are asked to choose one in an exam question, it should be 'on the one hand'. Apparently, it is more widely acceptable.
It is not wrong to use 'on one hand' though.
Opinions are divided over whether the 'the' should be there or not.
