Jack: I have no money.
Tom: Did you say you have/had no money?
Jack: Yes, I’m completely broke.

In this context, I’d like to know what’s your choice, have or had?
 
Either will work.

Is "have" becoming more and more common in that context?

As per 5jj, either would work, but I would use "have" (now/at this time) in that context.

I'm more accustomed to backshifting reported speech, so I'd say 'had'.
