What does "mediated" mean in the following passage? Does it mean "weaken"? Qajar and Pahlavi were two monarchies ruling Iran before the 1979 revolution.

"Both late Qajar and early Pahlavi ceremonies were premised on a common conception of state-society relations, but only in the Pahlavi period did this conception come to be mediated by a notion of national culture."

No, not 'weakened'. Some synonyms I can offer are 'influenced'/'shaped'/'modified'.
