Hello.

I'm trying to describe a colorful traditional costume. Can I say "festival of colors"? Is it too much?

The traditional garment of this region is very delicate and it is a festival of colors.

Are there other ways that I can say a dress is colorful in a way that you enjoy it?
 
I like the phrase festival of colors. It's original. And evocative.

Why is the outfit delicate? The material?

I actually meant to use "intricate". So, is this completely okay?

Yes. I was okay with intricate. I was trying to find an interesting way to suggest the dress is really colorful.

The dress has an intricate design. It's a festival of colors--a delight to the eye.

attractive and impressive through being richly colorful or sumptuous.

The traditional festival clothing is very resplendent.
 
I suppose that's okay. But I think "festival of color" is more, um, colorful.
