[General] "Delivery not before September 1st", what dose this sentence present?

"Delivery not before September 1st", I am wondering if delivery should be before September 1st or after September 1st? I hope I can make sure it. It just confused me.

I take 'not before September 1st' to mean 'after August 31st'.

One could also say "on or after September 1st".

Enter the name of the country (nation) where you are currently.
 
OK, I really live in China currently.
