Dears - addressing a group of people

Hello,

recently, I've come across an expression "Dears" used in emails (business ones), e.g.
"Dears,
I am writing with regards to.."

Is it correct to use Dears? It seems a bit awkward to me as I've never seen or heard it before. Is it normally used?
