Please note my corrections and comments above. The main difference is that a) makes it clear that it's about just one service ("the service"). In sentence b), "service" could be being used uncountably and refer to cutbacks to more than one service. For example, we can say "My local council is making a lot of service cutbacks". There, it's most likely to mean cutbacks to several services.
