create legislation

Hello,

I was thinking what verb I can use which would mean to "create" the legislation to achieve a goal. Can I use "fashion"?

Do these work?

1. The government should fashion the necessary legislation to protect animal habitats.
2. The government should fashion the necessary legislation to reduce the emission of carbon dioxide in mega cities.
3. The appropriate legislation should be fashioned to encourage small business owners to develop and hire more people.
 
Well, to be fair, they do talk like complete upper-class hoity-toity twonks in the Houses of Parliament. Since most of them actually do seem to still be living in the 18th century, that's hardly surprising.
 
What is your suggestion? How can I make those sentences in the first post work? If I use "fashion legislation" in an international test like TOEFL, would that be wrong?

I repeat: Don't use fashion. Use create.

You're trying to [STRIKE]fashion[/STRIKE] create a problem that doesn't exist. Next question.

I'd hyphenate mega-cities or use megacities.

Write megacities as one word.
 
Now that that's settled, I'd like to suggest that you don't really mean "create" at all. Don't you mean enact?

Number one is about writing a law. Number two is about writing it and putting it into effect.

So, "enact" is a broader term which encompasses creating and implementing legislation?
 
Typically, the people who write the law are not the same who enact it.

I suppose you could have more accurately said it's about 'having it written' and putting it into effect.

I'd say the verb create encompasses both of those. We don't tend to talk about legislation that has not been enacted.

The verb draw up was the first that came to my mind, but that suggests only the writing phase and not the enactment.
