"Covered by/with" "special in that"

These questions are from the book "Reading Challenge" by Casey Malarcher and Andrea Janzen. It's a text about an ice hotel in Canada.

1. "What season is in the photo? How do you know?"

2. "Where do you think this hotel is?"

3. "What do you think is special about this hotel?"

Should it be "with snow" or "by snow" and does "it's special in that.." sound natural? I provided the questions and the rest of the text for context.

"I think it's winter in the photo. The walls are covered with snow. It is located somewhere in Russia or Sweden. (You have to answer these questions before reading) The hotel is special in that it's built of ice and snow. It's very unusual and beautiful there."
 
1 is unnatural. It would be improved by adding "it" after "is". However, it would be more natural to ask "What season was this photo taken in? How can you tell?"

Thank you. But is the rest of the text correct and "With/by" and "it's special in that" too?

The text is correct as written. "In that" is a common collocation.
