As a rule, adverbs don't modify nouns. If you are asking about the word "below" think of an implied verbal such as "located" before the word below.

I'm confused with such modification as the following sentences did.
The workers (here) are all kind to me.
I saw him on his way (home).
It had been fine the day (before).
He is (quite) a man.
