Which sentence is correct between the two and why??

The absence of purulent wounds in hands and arms, protected or not by adhesive tape, gauze, etc..;

The absence of plurent wounds even if protect or not by adhesive tape, gauze etc..

Which sentence is correct between the two and why?? Neither of them is a sentence as you have not completed them.

The absence of purulent wounds in hands and arms, protected or not by adhesive tape, gauze, etc..;

The absence of purulent wounds, even if protected [STRIKE]or not [/STRIKE]by adhesive tape, gauze etc..
