Offhand I would say they are all noun phrases. Does that help you understand the sentences better?

Native English speakers don't see "sugar in my coffee" as a noun phrase.

I'm not entirely sure what this sentence is supposed to mean but I'm quite sure influence on policy makers is not meant to be a noun phrase.

exercises - verb
influence - object (noun phrase)
on policy makers - adjunct (preposition phrase)

It doesn't matter what native speakers think if you're asking a question about syntax. You need to ask someone who knows sentence analysis, so in future, put questions like this in the "Analysing and diagramming sentences" sub-forum, as you were told in post #3. Thank you.

Can you feel that these words go together? That's because they comprise a noun phrase, which says what he had.

on younger sculptors

Can you feel that these words also go together? They also comprise a preposition phrase, which says whom he had the influence on.

influence on somebody/something

I see why you might be confused. Analyse it like this:

to have + 'influence' phrase + on something/somebody
