Is "congratulations reception" applicable in English?

It is a direct translation from Finnish.

The Finnish expression means that there is a reception where those that attend can congratulate the organisation whose anniversary it is.

It's not natural in BrE. If a company chooses to have a party or a reception to celebrate an anniversary, it would probably just be called their "30th Anniversary Reception/Party".
 
Ditto in American English. The reader of an announcement for a 30th Anniversary Reception understands that one purpose of the event is to offer congratulations.
