Is this sentence grammatically correct?
the population of Washington is greater than New York.

No. "The population of Washington is greater than that of New York."

In addition to the grammar, there is a problem with ambiguity. "Washington" could be the entity called "Washington D.C." (with or without its surrounding areas) or "the State of Washington". "New York" could be "New York City" (with or without its surrounding areas) or the "State of New York". Then there is an accuracy issue. I haven't seen any data that support the sentence's accuracy.
