No, the verb is "to colour" or sometimes "to colour in".

I want to draw a circle and colour it red. This, to me, could mean you want to draw a circle with a red pen OR that you want to draw a circle in any colour, but fill the space within the circle with a red pen.

I want to draw a circle and colour it in in red. This would specifically mean that you wish to fill the space within the circle with red.

To make it a bit less wordy you could say it more precisely saying "disc" instead of "circle"

I want to draw a red disc.

I'm pretty sure that most Americans would say "draw a circle" not "draw a disk."
 
i think only if they not mathematicians ;-)
 
And few are!

I suppose I could say "a roughly circular, roundish blob" as a more accurate representation of my abilities. ;-)
