1. As for "cognitive authority", it seems to mean some renowned influential person or authority such as Charles Horace Mayo or Benjamin Spock. If they recommend a website, people will trust it and buy anything in there. Is my interpretation correct?

... people do not count all hearsay as equally reliable; only those who are deemed to “know what they are talking about” become cognitive authorities...

2. This is about information structure, but I can't understand it easily. If someone could let me know more easily taking an example, it would be highly appreciated.:lol::lol::lol:

I don't think it is just a person, but whether people trust it- Wikipedia has this, for example,though it also has its critics. When it comes to medical matters, flashy graphics are not enough- there has to be some serious content for people to take it seriously.
 
What about "information structure"?
