"Tom says if he ever has children, he won't advice or guide his children correctly. Some people don't guide their children correctly and their children end up being criminals."

Please check.

Advise. "Advise" is a verb. "Advice" is a noun.

Is it really Tom's intention to let his children become criminals?

Try to recast what you have written to avoid writing 'children' four times in two sentences.

"Tom says if he ever has children, he won't advise or guide them correctly. Some people don't guide their children correctly and they end up being criminals."

You're still saying that Tom won't advise his children correctly. Are you sure he is going to risk having them end up being criminals?

I agree there's no coherence between those sentences.

Yes.

Does he want them to be criminals?

NOT A TEACHER

Well, then, Tufguy, how about something like:

"Tom says that if he ever has children, he will let them run wild. He could not care less if they become a menace to society."

"He could not care less if they become a menace to society." Why did you write it in past tense? Is it like "If they became threat to society, he would not care"?

Can we say "I couldn't care, if he got killed"? It is used for hypothetical situation, Am I correct?

That's not the past tense. "He couldn't care less" = "He doesn't care".
