I've never heard it before. I can't read the whole article without subscribing to The Economist and the part that was freely available didn't include your sentence. However, I would say that it simply means that media companies are focusing solely on getting people to watch their channel(s) or platform(s). They don't have a good strategy for the longer term.
 
It means looking/competing for an audience.
