Mr. Gavin is currently employed by our company as developer since 2023.
He is presently residing at staff accommodation at the address mentioned below, which is being taken on leased by our company.
Therefore, we request that please update the address on his ID card as per the current residential address.

If he'd joined the company in 2021, you could say "since 2021" but you can't say "since 2023" because it's still 2023. If you're going to use "since" with "2023", you need to be more specific and provide the date or at least the month.
Is Gavin the person's first name? If you're using "Mr." it needs to be followed by both first and last names or the last name. "Mr." followed by just the first name is wrong.

You don't really need the words after the comma unless they're important for some reason. If they aren't, delete them and replace the comma with a full stop.

He is presently residing lives at staff accommodation at the address mentioned below, which is being taken on leased by our company.
Therefore, we request that Please update the address on his ID card as per the current residential address.
 
Do you really need to given them all the information about his employment history and who leases the house/apartment? The fact that you're writing this letter/email suggests that you are in a position to request changes to an employee's ID card so it seems unnecessary to make the message any longer than this:

Please update the address on Mr [surname or first name and surname]'s ID card to:
[full address]
