Can you sometimes reduse the subject in English?

Example a dialog between two people:

'Why, does the manager not know about it?'
'Did not know before, until I told him.'

(Here instead of 'He did not know' just 'Did not know' - do people speak like this in English?)


And a similar thing: can you sometimes reduce the verb:

Everyone in our class understood that it is bad to pollute the environment.
The one who didn't was John.

(Instead of saying 'The one who didn't understand', I say 'The one ho didn't' - is it OK?).

In colloquial speech, it is not uncommon to drop a subject when it's clear what is referred to:

What are you doing tonight?
Going out for dinner.
