Is this kind of elliptical construction used widely?

SHALEV: I’m not gonna talk about specific customer.
LESLEY: But can you say that you won’t and haven’t sold Pegasus to a country that is known to violate human rights and imprison journalists and go after activists?
SHALEV: I only say that we are selling Pegasus in order to prevent crime and terror.

Yes.

LESLEY: But can you say that you won’t and haven’t sold Pegasus
It may be used, but I consider it to be incorrect. It should be you won’t sell and haven’t sold ... .

Or perhaps "you won’t sell and haven’t"?

Yes, I die a little when I hear it; but it's getting much more common.

Am I understanding you both right? Do you both object to all kinds of verb ellipsis or is there something particular about this case?

The second quote is Bob's not mine.

Yes, I know, sorry. That was the result of sloppy editing on my part. I'll change it.

you won’t and haven’t sold - ❌
you won’t and can’t sell - ☑️

I'm not sure I get it. Is it that the parallelism between modal verbs is okay but between a modal and non-modal isn't?

you won’t and haven’t sold - the verb missing after won't is sell, not sold.
you won’t and can’t sell -
the verb missing after won't is sell. that's fine: you won’t (sell) and can’t sell

Ah, I see. Yes. I don't know how I didn't realise that's what you were talking about. Thanks.
