Who are you addressing the first one to?

For the second, I think you need a lawyer!

You should address the letter appropriately, e.g., "The Immigration Officer - Department of XYZ" or "The Immigration Officer - Embassy of XYZ."

For your second letter, if you intend it as some kind of instruction, then use "authorize" (not "authorized"). However as I've indicated above, you should consult a lawyer for that.

Immigration Officers don't work in embassies. You are probably addressing your letter to an "Entry Clearance Officer" or a "Visa Officer".
 
I believe you will be asking for a resident visa.
