Can "relative clause" be replaced with "dash", or vice versa?

Yes, it should be. So can I use a hyphen instead of "relative clause" to bring out additional information?

I always use a dash before 'quoted from'. Please correct me if I am wrong.

A dash is more abrupt and is meant for those clauses that really interrupt the flow of the sentence.
