Can I say a "student"to a learner in a secondary school according to British English ? and can I say to that learning:"He is studying"

Can I use 'student' to describe a

Yes you can.
and can I say to that learning:"He is studying"
And can I say of that learner, "He is studying"?
Yes you can.
