Hello! I have a question. If the person asks about a permission not to read something, he doesn't want to read this and asks not to read this. Can we use phrase: Can I not read it? Is it correct? Thank you for you reply.

In the right context, the question is possible. However, a native speaker is probably more likely to say "Is it OK if I don't read it?" or "Would you mind if I didn't read it?"
 
Informally, it's correct and natural, yes. Whether it's appropriate depends on the context and the tone the speaker wants.

Who do you imagine is talking to whom?
 
Offhand, it seems like a weird question. Why would I need permission to not read something? Do you have a context for that?
