Hello
Could you believe that I go to English class and study CAE courses but I cannot take the exam? In fact we don't have CAE exams here in our city nor in our country. I really feel upset. Why is like that?
IELTS and TOEFL are holding here. But I get used to FCE and CAE books and I would like to take CAE exam. I hope Cambridge takes an action soon.

I don't know how to help you with that one, but I think your English is pretty darn good.

It is hard to believe, because it doesn't make sense. If you can take classes that prepare you for the exam, you ought to be able to take the exam itself.
 
You've shown me the reality. I know I'm weak in comparison to others around the world. However I am the top student in my English class. Can you believe it!

(What would they do?)
 
You could travel to London to take the exam. Then you could do all those touristy things people do when they go there. Like ride a double decker bus. (Did you know that Big Ben is not named that because of the clock but because of the bell inside?)

I don't understand why you sometimes use "can" and other times use "could". I see no difference between them when I want to talk about the ability to do something. Please explain to me. Thank you. :oops:

Piscean will probably correct me here, but my old-school understanding is that could is the past tense of can. (Dictionaries describe it that way.) For example: Today I can use my new telephone. Yesterday its battery was dead so I couldn't [could not] use it.

Could is also the conditional form of can:
