What kind of situation is "bottles propped against the railings"? Are the bottles stacked against the railings?

I imagine each crib had one bottle in it, and the bottle was lying against the railing (side of the crib) in a way that it kept the bottle in a position where the baby might be able to reach it.
 
Thanks a lot! This might be a stupid question, but what was the usage of such bottle? Just to protect babies from hitting the railings or to provide water in it to babies?
 
If they're babies small enough to be swaddled, the bottles would be milk or formula, I hope.
