Is this sentence correct?

Both people who did not mention reasons for immigration and those who gave other reasons for emigration had the lowest percentages at 6% and 14% respectively.

That can suggest that you're talking about two people. If you remove "both" and add a comma after "percentages", then your sentence can work. If you must use "both", put it after "emigration".
