Biden administration officials this week have repeatedly asserted that China should not view Pelosi's visit to Taiwan as a potential change in US policy.
Secretary of State Antony Blinken reiterated the administration's line that Pelosi's decision whether she will visit Taiwan.

It seems to me that "Blinken reiterated the administration's line that Pelosi's decision" should have been "Blinken reiterated the administration's line that's Pelosi's decision".

Am I on the right track? I am not absolutely sure.
 
I agree something is missing in that sentence. Maybe it should read:

Blinken reiterated the administration's line that it's Pelosi's decision whether she will visit Taiwan.

Blinken was trying to dissociate the administration with Pelosi's visit.
