blanket over his legs (two meanings?)

''Please lay the blanket over his legs.''

Does in the above sentence have two meanings as in:

1- The blanket covers partly or all parts of his legs.

2- The blanket just lays on the top of his legs. (It is the same in meaning as 'on')
 
What do you think is the difference between "to cover" and "to be on top of"?
 
I think I thought in my language when asking the question. Sorry for that.
