If somebody is sick, can I tell them "Best wishes"? What are the most common things to say at that moment?
 
"Get well", "Get well soon".
There's nothing specific to illness in "Best wishes". You can say to anyone when you leave them for a long time, or signing a letter if you don't anticipate seeing them for a while, or if you don't imagine ever seeing them again. In fact, saying "Best Wishes" to a sick person tends to indicate that you won't be around to know whether they get well again or not.
