I'm a beginner/learner for English more than 5 years. No one can understand me no matter local people neither my peers.

Are the following sentences correct and natural?

I'm I have been a beginner/learner learning for English for more than 5 five years. No one can understand me, no matter neither local people neither nor my peers.

Please see my changes above. You can't be a beginner for five years! Your English level might still be classed as "beginner" but if you started learning English five years ago, you're not just beginning.
I'm not sure what you mean by "local people" and "my peers". Aren't your peers also local people?
