There are certain things you can do before, while and after a tornado.
Is the word ''while'' correct?
 
Describe the problems refugees face in their homeland, while on the go, in the hosting country.
Here in this sentence is ''while'' correct?
 
Yes, but 'while travelling/fleeing/escaping' would be far more natural.
 
"on the go" is used as an adverb in the sentence above?
Can we say that "while" is used before adverbs or gerunds but not before nouns?
 
If you use "while", you need a verb somewhere.

You can do things during a tornado.
You can do things while a tornado is happening.

This sentence needs some correction. I don't understand it. Are you listing three situations in which refugees face problems? Do you mean this?:

Describe the problems refugees face when in their homeland, while on the go, and when in the hosting country.

What do you mean by 'while on the go'?
 
Yes, three situations: problems they face during their stay in their hometown, during their journey to another country and during their stay in a hosting country.
 
I see. Well, on the go doesn't obviously mean 'during their journey to another country'. I'd use a different phrase.
 
How about "... during their flight to a safe third country"?
