Which one is the correct pronunciation of "been" ?

biːn or bɪn


for British Speaker and or Australia /New Zealand

In BrE, we use both- it depends on whether the word's stressed or unstressed.
 
So,

Which one is used/pronounced for stressing ?

Which one is used/pronounced for non stressing ?

Do people living in Scotland, Midland ,and Ireland say / pronounce "been" the same way people from Southern England (RP ) do ?

It's not a binary choice. The vowel length depends on a lot of things; the surrounding phonological environment, its meaning in the sentence, the speaker's prosody, etc.
Why not listen to some YouTube videos or switch on the TV or radio and find an English channel. This will give you a better idea of the range of pronunciations. There's no rules.
