'be going to' and 'present progressive' for future plans

For future plans, can we use 'be going to' and 'present progressive' interchangeably?

What are your plans this weekend?
What are you doing this weekend?
What are you going to do this weekend?


Examples taken from the book 'Speak Now' written by Richards and Bohkle.

Emma is going to see Luke tomorrow.

When the present evidence is an arrangement, then there is, practically speaking, no real difference in meaning between the present progressive and BE + going to.
