Hi, I wonder what does the headline look like? A headline couldn't be marked with stripes, could it? Maybe it has something with the Nazi swastika...
"The details of the new emergency decrees were in the early evening papers — terse, governmentally inspired. One alarmist headline stood out boldly, barred with blood-red ink: “Everything Collapses!” A Nazi journalist reminded his readers that..." (Sally Bowles, Christopher Isherwood)

The area at the top of the front page of a newspaper seems to be called the "headline bar". So the newspaper itself is "barred" with blood-red ink - the headline bar contained a bold headline printed in red.
