[General] ask a question about tense

Hi all,
If someone ask me to confirm somthing in email.
My reply is as below,which one is correct?
1. I confirm the goods have been delivered.
2. I confirmed the goods have been delivered.
4. I confirm/confirmed that the sample is/was perfect.

Since I think I have checked the staus and have done the action before I reply it to someone.
So I feel "confirmed" is better than "confirm".
But I still can't make sure which tense is correct/better in this .

If you have been asked to confirm something, then you are confirming it in your email. "I confirm that the goods have been dispatched". (You can confirm that they have been delivered only if you know this for a fact.) Later, when reporting your action to somebody else, you can say, "I confirmed that the goods have/had been dispatched".
