1. The match continued when the rain stopped.

2, As soon as the rain (had) stopped, the match continued.

In transforming sentence 1, I have done so in sentence 2. I would like to know whether 'had' is needed?

Either way is fine.

You can say either, but 2. is not strictly a transformation of 1. You have changed it in ways beyond simply transforming it.
