What's 'arrive at action', like in 'How do we arrive at action?' Can it simply mean 'What's to be done?' or 'What's the right way to ...' or what?

Kind of a clumsy way to state what you have presented as alternatives which I like better.
 
Thanx, Bill! Heard an American use the expression in a 1960s TV program. Outdated? Or just clumsy?

"Arrive alive" is pretty popular (anti-drinking and driving slogan) but I'm not familiar with Arrive at action.

Probably one of many 'once and done' expressions. Given a choice, I would classify as clumsy.
