Please confirm if we can arrange for our team to visit to the site on Tuesday at 11am.

Do both sentences have the same meaning? Which one more appropriate and correct?

They don't mean the same thing. The simple difference is that the first uses "send" and the second uses "arrange ... to visit". I'm sure you know that they're not synonyms.

What do you mean by "more appropriate"? We have no idea what the context is so we can't say if the language is appropriate. Also, by writing "more appropriate and correct", you have written "more appropriate and more correct". I'm sure you know that "more correct" isn't used. Something is either correct or it's not.
