Can I ask somebody "Are you hot?" meaning "Do you feel hot?"? Or would I certainly be misunderstood?

There might be a few people who would snigger at the question and reply with "Hot? Me? I'm absolutely gorgeous!" or something equally silly. However, "Are you hot?" is a perfectly natural, acceptable question to ask someone if you want to know if they currently feel hot.

Don't repeat sentence-ending punctuation after a quote which is itself the end of a sentence. The quoted punctuation serves to end both sentences—the quoted one and the one in which it is included.
